According to Microsoft's instructions, if the desktop.ini file is determined to come from an “untrusted source”, Windows 11 will no longer display the custom icon defined in it, but will silently revert to the default icon. The untrusted sources listed by Microsoft include Internet downloads with Web tags, files copied from certain WebDAV or HTTP-based locations, and files located on network paths that are not part of the intranet or are not trusted by regional policy.

Microsoft said this adjustment is intended to reduce the risk posed by untrusted files. For users who have experienced icon changes, Microsoft has given three ways to deal with it: add the source to a trusted site, enable a policy that allows the use of remote paths in file shortcut icons, or remove the web mark on the file. After completing the relevant settings, Windows 11 can re-identify the file as a trusted source and restore the custom icon display.

Judging from the available information, this change mainly affects folders that rely on desktop.ini for personalization. For users who are accustomed to using custom icons to manage files and directories, they need to pay attention to whether file sources and system trust settings have changed after the June update.
